Jalili’s deputy in Supreme National Security Council in a reaction to unexpected letter by European External Action service deputy secretary general, called 5+1 powers for a move in direct path in Baghdad agreements.
According to BarackObama.ir, Ali Baqeri, Iran’s Supreme National Security Council deputy secretary general, in a response to a letter signed by Helga Schmid, denounced the ‘quite different’ demands by the 5+1 which is clear breach of the Baghdad agreement.

Your Excellency, 

 I received your letter of June 7. You have mentioned some issues in your letter which distanced far from the agreements and trend of talks between of Iran and 5+1 in Baghdad and also to the agreements and spirits of two rounds of detailed talks of the deputies in Geneva, therefore I was surprised! 

After Istanbul talks, in two rounds of talks by the deputies in Geneva, the Islamic Republic of Iran provided specific proposals both for the framework of the talks and issues that could be discussed as well. In response you said "I am not in Geneva to negotiate” and as the result you did not provide neither a plan nor a clear response to the Islamic Republic of Iran’s proposals. 
In his bilateral meeting with H.E.Lady Ashton on the sideline of Baghdad talks, H.E.Dr. Jalili touched upon this point and mentioned that your lack of preparation has caused the trend of the talks to be slowed down and even lead to standstill. 

Therefore in the final session of Baghdad talks it was emphasized that the next round of talks in Moscow would be successful if the deputies and experts could provide a clear provisional agenda based on Iran’s proposals and the proposal of the 5+1. 

Despite all the follow-ups and number of letters sent by the Islamic Republic of Iran, you have not been successful to materialize the readiness. It is a big question to the public opinions why you are avoiding to hold experts meeting and deputies which was already agreed upon in Baghdad? Will the next round of talks be successful with or without having a clear provisional agenda and only having talks for the sake of talks? If the agreements made in each round of talks did not follow up properly by the deputies and experts, what kind of guarantee would it be for the success of the next round of talks?

Nevertheless, on behalf of the Islamic Republic of Iran I declare its readiness to plan successful talks based on a clear logic and by providing specific proposals. I do however hope that you could also be prepared as soon as possible.
