Over 20 times, Iran has thwarted pirate attacks to foreign vessels

I deem it necessary to thank and appreciate valuable, constructive and important initiative of security officials of Russian Federation to hold such a meeting. I express my wish for the success of this meeting and seeing the practical impact of such gathering on development of security situations of the world in all aspects and move to build a world free of any forms of insecurity, anxiety and stress.

  

Despite all Scientific and technological improvements of human beings still have urgent need to types of energy; therefore energy still influences all aspects of life and the issue of energy has always been and will be the constant concerns of all countries and international system. The importance of energy and easy, secure and reliable access to it has caused a great number of insecurities across the globe. Last century and the beginning of this century has seen the occupation of countries, military interferences and many innocent blood is shed, and even countries have been fragmented on the pretext of energy security. As a matter of fact, the issue of energy itself causes a lot of insecurities in parts of the world. 

1) An impression that considers the energy security from the consumers point of view and translates it to supply energy and oil for the consumption of the industrial countries and within this framework any measures, even illegal ones to realize this is considered as legitimate. According to this interpretation invading countries is allowed and bloodshed and violation of rights of innocent people of a country are justified in order to maintain the oil flow. 

2) The reasonable, fair and progressive impression that is based on providing energy in a broader sense including all types of energy and energy security for all countries and security of all issues and activities relating to it and providing countries rights. 

I wish to emphasize that at the present juncture our world needs to have a realistic, comprehensive and unprejudiced definition for energy security; Security for what energy? Energy security for whom? Consumers or suppliers or both? Because right now many countries which have the energy security concern, do not have the security concerns of other countries and international system, and in their unilateral views they find their interests and energy security in the insecurity of others and even they use this leverage to retrogress other countries, which the main manifestations are as follow:

During the previous meeting and the current one, the world has been witnessing other alarming developments, which two issues of piracy and information security have been considered in the agenda of the meeting. Analytical and critical views toward these two issues evidence that they also roots in unjust and unfair system that some countries benefit them by using various hard and soft means free from any legal and ethical standards. 

Piracy which has imposed financial losses to countries' economies and made the trade flow slow and endangered many sailors life, have been greatly expanded in Somalia because of this view and foreign interferences and poverty of the people. Islamic Republic of Iran has suffered from this menace and for the security of its fleet has to act decisively. More than 100 attacks of the pirates have been repelled and assistance has been given to 20 ships of other countries that have been attacked. Having said so, we believe that despite current dangers and threats, this issue provides an opportunity of cooperation for interested countries to global peace and security and prosperity of all mankind.

Another important issue is "information security” that events of the past year have raised serious concerns in this area. As you know technological advances, especially information technology, have provided great achievements for the growth, economic development, social prosperity and promotion of culture and civilization of nations and has made the world closer together, however its menacing and anti-security manifestations have jeopardized countries sources and securities are extremely worrying which the major ones are as follow: 

In such circumstances, countries have no way but adopting conflicting and diverse strategies, which brings blurred and dark vision especially for less developed countries. Therefore it is the international community’s to take measures in order to fight this challenge and help vulnerable countries and supporting the rights and security of countries and prepare the ground for countries cooperation to establish control centers, computer rescue and fighting cyber crime. 

Regarding the security developments I wish to draw your attention to some of other threats between the previous and current meeting. Increase in illegal drug production and trade worldwide and especially in Afghanistan during the presence of the foreign troops in this country is still a major concern and impose material and human losses to the Islamic Republic of Iran and the Commonwealth nations. Unfortunately there has not been a neutral study regarding the causes and roots of increase in illegal drugs especially in the regions under the control of foreign troops and their role in this field. 

Traumatic but informative incident assassinations of Islamic Republic of Iran’s nuclear scientists were another development, which was committed by the Zionist agents. In fact the Zionist Regime in following its inhumane approaches and its illegitimate goals after occupying the Palestinian territories and displacing millions of Palestinians and committing official state terrorism and unofficial ones, assassinated Iranian scientists in order to hinder the improvement of Iranian nation. 

Security is a complex and multi dimension issue that manifests in different arenas. Areas that interrelates strongly. Economic security depends on political stability and security, political security depends on economic development and social prosperity and security depend on political security. In today's interconnected world, all the parts are interdependent and affect one another, therefore it is every one’s responsibility to change their attitudes and do their best for creation of a world based on love. To create such a world full of stability and tranquility paying attention to justice in all individual, social, national and international level is of great importance. Justice in which the rights and duties of nations in the definition and the balance will be met. The experience of the past century proved that injustice and ignoring harmony in rights and obligations would create new round of instability and insecurity.
